Workmen guide the 16-foot diameter parabolic reflector of the University of Texas' radio astronomy telescope into place near here last March, upon delivery from Palto Alto, Calif., where the instrument -- first to be used at millimeter wavelengths -- was built by Western Development Laboratories Division of Philco Corporation.
